Revoking a Personal Claim

So basically, I was reading about villages being able to revoke a personal claim.
I was just wondering a few questions with regards to the mechanics of this and I just wanted some peer error-checking with regards to my calculations.

1) Does the Village Claim have to get to the Personal Claim Stake, or does it just need to touch the personal claim?

2) Revoke personal claim - Lawspeakers may revoke personal claims inside the village claim, at a cost of about 250 authority per square of the personal claim.
Can a village revoke a claim that it does not have enough Authority to?

Example: Village A has 400,000/400,000 Authority Max and a Personal Claim is 50x50, which is 250 squares. 250 Authority Per Square * 250 Squares = 625,000 Authority Needed.
Village A is therefore short 225,000 Authority to remove the Claim. Can it still remove the claim and be at 0 Authority, although it was short 225,000 Authority?

1) Just touch the claim.
2) Nope. Expand your village claim to get more authority.

1) You should only have to touch the personal claim. However if its worth doing it might be wise to claim more.

2) I've never tried to revoke a claim without the proper authority. It is probably not possible. It would be like expanding your personal claim without enough lp.
