Does farming skill have an immediate impact on plant quality or does it just provide a soft cap to how high your plants qual can get? Like, if I put on a Qual 150 Farming hat, will I notice an immediate difference?

if you have less farming than crop q, it softcaps yea :P

Sort of related question:

I've started growing hemp (only seeds I have atm). Is there anything I can do with the very low quality seeds other than replant them? I'd like to start trending the q up to my farming skill and planting a q1 seed seems like a waste.

You can plant grass or feed chicken coop/foder if you don't care about the q

Or more hemp, even q1 is not useless. you will need a lot of string.
