If i pick up and drop the same toad repeatedly, will i eventually get a shocked frog?, or do i have to pick up a new toad every time?

im pretty sure you can get a shocked frog if you pick up the same one over but the % for getting a shocked frog i think is only 1% so i wouldn't sit there trying. i just pick up all the ones i see in swamps.

I'm constantly amazed and confused that people think the game behaves this way. Without going into do much detail, it's simply not the way it works, and there's no reason to think, based on anything else in the game, that it would work this way.

Want proof? Drop your shocked frog on the ground and pick him up again.
Or I guess if you're not lucky enough to have a shocked frog then the same thing can be accomplished with a ruby dragonfly.

These are two possible ways Shocked Frogs are generated by the game:
Shocked frogs are generated when the swarm of frogs are. They look exactly the same and use the same world model, so you will only know when you pick it up.
-OR-
Every time someone picks up a frog, there is a very small chance that it will change into a Shocked Frog. This only occurs the FIRST TIME it is picked up, then never again.

Honestly, the first one makes more sense to me.

depends if shocked frogs are determined on spawn, or on pickup.

Kinda hard to tell since all frogs have different codes

Pretty sure they're determined on pickup (kind of like the random chance at getting a web/spider), but dropping an item in the world is completely different than having the server spawn an item. If you drop a frog then the server knows that's a frog. If you drop a soldier sword the server knows it's a soldier sword. Once you drop a shocked frog it becomes a persistent item in the world just like everything else, and retains its identity when you pick it up again.
