You either need to have the vandalism skill or have your personal claim over the hearthfire to destroy it, the claim will not reduce the strength requirement to destroy it whatsoever.
No matter what you need to be able to deal 6 damage to it. Damage dealt is determined by the sqrt of your strength (i.e. 25 strength, 5 damage). A stone axe will add 1 extra damage ontop of that, and a pickaxe 2. The easiest way for you get what's needed to destroy a hearth fire is having 25 strength and using a stone axe.
