The world is 25k x 25k tiles or 625 million tiles in size. Divide this up by an average of 400 people online at once, and you can see how much land you have to travel, on average, to run into someone else. If you figure in a portion of those "online players" will never leave the confines of the village (farmer or mining only), the odds get even larger. Also, some areas just have larger concentrations of players than others, so this further decreases the odds of actually running into people.
