I have used the search function, but all I see is feces.

What is the best way to build a Palisade? As in:

Can I use a cliff/hill?
How far away from a cliff?
Should I stop the palisade at a cliff or should I go on?
Does the chair bug work when the palisade is right next to a cliff?
Is there a possibility I can't build further when a hillside stops me?

Don't use a cliff. Either go around it or inside of it.

Can you expalain what this chairjumping is? and how it can woks if the palisade is "connected" to the cliff?

It's a bug. Basically, the idea is that when you stand up from the chair, you "mini-port" to the tile in the direction you clicked. With the cliff there, you can't stand there, so the server moved you forward to the first empty space, which would be above/below the cliff. As for specifically how to do it, i've never tried to figure it out. My understanding is that you can't at the present time, but these bugs have a nasty habit of popping back up on occasion as the code gets worked on.

The last time I checked, the bottom of a cliff has full tile collision size but the top has an incomplete one. Nevertheless unless you know what you doing, I wouldn't recommend using the cliff as a wall. I think the exception are mountain cliffs.

Chairjumping is one of the form of walljumping to bypass walls and cliffs where when you destroy the chair while someone is sitting on it, it will cause the one one sitting on it to randomly be placed around it including over walls, if adjacent tiles are blocked with signs. It should (keyword should) be fixed back in world 5. However it is highly possible other forms of wall jumps are about still.
