Can I summon the character if he or she has the stolen item from the scent?

you can summon the theif but not the guy who's holding the stolen item.

Yes you can. You can force summon with vandalism, theft, battering and murder scents, but only if the person is offline and got no HF. (Or at the HF) :geek:

I think you got this wrong... I think you can only summon them if they are NOT online and have no HF (anywhere) or have HF (at their HF). I could be mistaken, though.

This is correct if you put the missed word in there:

Otherwise, correct, you can only summon someone if they are OFFline
