Should I use cliffs as town walls? Is it safe?

No, do not use cliffs as town walls. It is very easy to mess up and leave yourself wide open to be raided. Additionally, they have been the source of many relatively easy to commit wall jumps in the past. Worse yet it costs you more to build your walls utilizing the cliffs than to just build a square.

If I have a cliff outside and wall close to this cliff - it will be safe or not?

As long as you have a full, proper wall then the cliff is irrelevant.
