The Hird Helm Complex...

Alright, so i was recently appointed cheif of my village, and i was told that it would allow me to wear Hird gear.
This was half true, i made a cape, and could wear it, and bought a helm, and could not.
This is confusing to me, is the cape just special? Is it a glitch? Do i need to MAKE the helm to be able to wear it? Or is the helm specifically Hird only, with cheiftains being left out?
Any response close to an answer is welcome, thanks.

My chieftain can wear his hirdsman cape. I guess same goes with the helm, but if you can't equip it, obviously you can't.

I'm fairly sure it's more that the hirdsman cape wasn't intended to be equippable by the chieftain. If you look, the chieftain has his own hat, the lawspeaker has his own hat, so it's logical that the hirdsman's helm is unique to them as well.
