How to get learning ability past 300%?

Like the title says, I've seen people iwth like 360% or like 500%?

u need to be full peaceful/change to get 360%
then pearl necklaces and rings of brodgar jewellery icnrease it

It's based on tea quality, so it can go much, much higher than this.
