Its probably like the square root of (smithing level*anvil*hammer) divided by (average item quality). Don't quote me on that but I'm guessing that's it.

/e or you could just use everything around the same q and it should turn out that way depending on your smithing.

There was discussion on this previously here. It seems they never came to a complete agreement with each other on the quality, but hopefully it will give you an idea.

Seems like q = (metalQ * 3 + anvilQ + hammerQ) / 5 softcaped by sqrt (smithing * str) is correct.
