STR and Civilization belief

Does maxed Cilivilization belief decrease bonus STR gained from items like Bear cap, bear tooth amulet? Or it interacts only with base STR?

It decreases your overall str by - 30%

Say if you were full civi, with 100 base str, and your bearcape gave you +40, and a tali gives +10, your standard str would be 150, do 150 - 30% and you get your current str w/ full civi.
