Yes, it affects quality of bricks, and anything else I've fired in it.

So to get an estimate of (relative) kiln quality, bake a brick in each kiln you are interested in.

in fact, all buildable objects such as kilns, smelters, etc... should be the average of the material Qualities used to make it. (weighted with the emphasis on the more important items used.)

If you're interested in exact formulas, the outcome quality of items made in a kiln is:
(2x Item Quality + Kiln Quality + Fuel Quality Average) /4
