What is an "ordinary maneuver"?

My guesses:
1. ordinary maneuver = dodge
2. ordinary maneuver = whichever maneuver you would be using normally with your current equipment (i.e. dodge if you do not have a shield, and shield if you do.

I'm leaning towards 1. Can anyone confirm?

The affect of the maneuver Dodge is determined entirely by your unarmed skill, correct?

So assuming the formula for Dodge is something like: (unarmed / 3)% chance to avoid damage(it isn't), then Combat meditation would be (unarmed / 9)% chance. Is this accurate in terms of the relation between the two maneuvers?
