Effects of full Tradition:
Learning Ability: 1/3 of normal.
Reincarnate at 100% of old character's skill values if your character dies.

Effects of full Change:
Learning Ability: 3x normal.
Reincarnate at 0% of old character's skill values if your character dies.

Now when it says skill values, does it mean just the skills you spent LP on like Marksmanship, etc? For example:

If I die, will I be able to get every single bit of LP back I used on skills in general?

I am just asking because I am not happy with my current skills I spent LP on and there is no way to get them back, but I am at full Change. If I drowned myself, would I be able to inherit all of the LP from those skills with my new character?

That chart is outdated.

At full change, you lose 75% of all skills and stats upon death.
At full tradition, you lose 25% of all skills and stats upon death.

You'll have to earn the LP/stats back manually.
