If (AnvilQ + HammerQ)/2 < W.IronQ then
((AnvilQ + HammerQ)/2 + BloomQ)/2 = W.IronQ
If sqrt(STR * Smithing) < W.IronQ then
(sqrt(STR * Smithing) + W.IronQ)/2 = final W.IronQ
Just make sure your tools' quality and sqrt(STR * Smithing) higher than bloom quality, and your w.iron wouldn't be softcapped.
