It's not avaliable every 10 minutes, do I have to leave the grid or something?

It can take some time. Anywhere between a few minutes to over half an hour. Be patient.

that first dream is always a little tricky...I think it might have some other kind of tick associated with it(ie that farm tick that Xcom found) instead of the timer starting as soon as its built.

Tested it self yet, its mostly every ~15 Minutes for me. But if u need much of them, just build more Dream Catchers, they arent expensive ;)

If your really desperate for dreams ... you can eye ball the dream catchers. As the catcher will light up shortly when it catches a new dream.
