If it's made only out of palisades, it's not unrammable, and therefore it's legal.

As long as it is reasonably possible to break it, it should be legal. Palisades can be bashed so they don't really qualify as vaults.

Well actually, if it doesn't abuse non-defense objects (like statues) as a form of defense, it's legal.

In this case it would be illegal to build brickwall anywhere in 3 days after world start, since no one can ram it yet with stats
