It's in the wiki. Quality has a random chance to go up, go down, or stay the same. Not in the most obvious of places, though: http://ringofbrodgar.com/wiki/Bloom

edit: I don't recall it being softcapped (which should be the case here) or affected by the hammer/anvil, but it's been a while since I've done much smithing, so I could be mistaken there, but the numbers don't add up any way you put them together. :?

It is softcapped by anvil/hammer, so make sure anvil/hammer are higher than your bloom. Stats on character do not matter though. Except industry/nature slider.

If you use industry (full) char and hammer bloom, you will get most of the bars wrough (80%+). If you use nature full slider char, you will get 100% cast iron bars when you hammer it (used for spiralling)

Both nature and industry hammering have a chance of 20% going up with quality as 20% to go down with quality. Well, due to lot of hammerings I made, I would say that its 10% going up, 30% going down and 60% stays same quality.

Hope that helps.
