Quell the Beast not working properly?

So I was recently trying to tame some auroch. I did everything right, Called down the Thunder, Sidestep to gain full combat advantage, Consume the Flames and then Quell the Beast. It worked the first time. I then redid the whole process as you are suppose to but Quell the Beast would not work.

I had enough "coins" to do the action.

Does anyone know why this may be happening?

You have to wait for the animal to re-aggro before you can begin to quell again.
