How do I equip a fishing lure to "complete" a fishing rod?

left click it, then right click your rod that is already equipped with a line and hook.

Yeah for the record a line is just some yarn or plant fiber. Don't go looking forever for the 'line' item because it doesn't exist. You can get the fibers pretty easily from some hemp but yarn would be a bit harder to make.
