Steelmaking Questions

I'm sorry if these have already been answered, but after reading through the forums and wikis, I gotten a lot of conflicting answers.
Does the Steel Crucible's quality softcap, hardcap or average, and if so, what is the formula for its quality?
Does fuel quality softcap, hardcap or average and if so is it the coal/stick/both that matters?
Does it matter how high the fuel gauge is and if so, is it just for the lack tick or for the entire process?
Lastly, I've basically the same questions about the Finery Forge.
+anything I've forgotten to ask?
