How do I get developed skulls?

wasn't a developed skull, but I heard you needed at least 200k LP, and 50 int. I have 1.6m LP, and 50 int. I've seen q10 developed skulls so it's not psy. I've seen a developed skull with 43 int, and 1.7m LP, only 100k more than mine. I don't really understand how to acquire one.

Someone mentioned it might take into account the amount of discoveries.

Despite it being a miner, it had all metals discovered and quite a bit of other stuff too, not related to crafting. I like discovering free LP so I don't think a lack of discoveries has anything to do with it.

probably too barbaric to have a developed skull.
my farmer had 41 int with full civil and made a developed skull.
