Bears fleeing

I'm at that horrible midpoint where I can't one-shot bears, but as soon as I hit them they run. If I have an alt with me, and he builds a fence around the bear, will the bear break it when he flees?
I was in the Northern Army once and you can never take that from me

If you hit the bear just as he twitches, he will never run if you time it right.

btw. you can aim on the bears avatar if you don't see the bear ;)

You have to double click "shoot" as to fire before the meter loads to force an intentional miss, this will cause the bear to aggro you, from there you just twitch fight it.

If you have it, you are better off using 'Call down the thunder' to aggro and then you won't waste any ammo (and you get +1 IP too).

Twitch hunting is really the only way to stop this problem. Another thing you can do to help is disengaging (using the sword/olive branch icon in the top right) from combat as soon as it flees. That way it will stop running after a short distance and you can aim another shot.
