Would a cow generation being fed q500 fodder level up significantly faster than a cow generation being fed q100 in the same time?

No, fodder is only a softcap. It doesn't improve the quality of the products or breeding quality of the animals, it just lowers their existing quality if it's lower than the existing quality. Breeding is the only way to improve animals.

No, it's not. If it were as you said, you'd have to use carrots to feed your cows to compete, which is much more annoying than using beets.

i cant even find a stupid cow.....where are they i know they are on grasslands but other than that nothing heck i cant really even find grasslands cept for a few patches

They spawn randomly. A herd only needs a single tile of grass to spawn on but the more tiles there are the more likely they are to spawn. If you're having trouble finding one then make sure the grass tile(s) is/are not inside of a personal claim. Then if they're not spawning just reload the area a bunch by either logging off for 10-15 minutes then logging back on, entering a cave/house, or just walk away and walk back after a few minutes. If you're reloading the area make sure no one else is nearby to block an area reload.

I usually plant some grass just outside of my claim and go about daily life. They'll end up spawning within the same day usually. =)
