Beehive quality, does it matter?

I'm pretty sure my beehives are QL10~, and I've rarely even got honey from them, and never beeswax. Is the chance for it being produced based on quality.

No. Quality of beehive doesn't matter, to get more wax and honey you need to have more plants in it's radius and replant it regularly.
