Finding bears

I've spent some time sailing around trying to find bears. Do they not spawn near the coastline or is there something I should be doing to make them appear?

they do spawn near the coastline too, but often more easily found in forests with many enough trees. continue looking and avoid forests with fewer trees. and remember murphy's law.
