You need to wait for bar to fill up, but it will take a lot of time or just wont fill if your marksmanship is too low, and btw - you should make thread in How "Do I?" not here.

The bar will only appear if you have a ranged weapon equipped and the appropriate ammo available in your inventory. With a sling and stones this isn't usually an issue but if you are using a bow and arrows you probably want to use a quiver to conserve on space. Hitboxes on animals can be a bit small and can be very difficult to click on accurately if the creature is moving. The solution to this is usually to aim once at them, the first time, and then target the portrait of the target in the top righthand corner every subsequent shot.

Quick ranged tips: Animals will run if they can't path to you and you hit them for too much damage. If they run too far off screen they can end up despawning.
When you're hit in melee combat your aiming bar depletes.
There are custom clients that auto-target for you. I don't believe that's a feature in Ender's client though. There are also clients that auto-aggro targets for you.
Early on it's a better idea to use a sling than a bow because slings aim much faster and their ammo is readily available.

Good luck.
