You must stop doing criminal acts for it to regenerate or you will never notice. Every time you initiate a new criminal act you lose one point. It adds up if you are constantly doing so. Stop doing them and heal. Leech's do work.

Leeches have a chance of healing your HHP, they are not guaranteed to do so.

Also make sure that your hunger bar is filled if you try to regain HHP with gauze/leeches.

Regaining SHP doesnt need gauze/leech but also it "consumes" your hunger bar, so always make sure to not be hungry when you try to regain HP.

To add onto what he said, not only will you get hungry, but if it says "very hungry", your SHP won't regen at all, and leeches will decrease it; when it hits 0 you will get knocked out and this time leeches will remove your HHP instead of healing it.
