Question about mechanic of game.

My question is this about the game mechanics. The characters can use points belileft staff to gain certain advantages. My question is a little hard to explain if you would put suit.

I have a mining industry that has the character to the fullest, (improves the chances of getting items) my question is, if in the process of sending the resources to cast other characters involved, which is the one who decides who is affected by the belileft?

Whoever takes the mineral? the wearer? which puts it? or that triggers it?

Which means you use a full industry char to mine, any char for transport and doing the smelt job

Yes as Borka said. The person who mines the ore determines the outcome. There is another exception however. When changing cast to wrought iron you need a full industry person to get maximum effect. However from personal smelting experience I will note its always best to have a full industry person do it all.
