Mine Hole - Missing Something

Okay, I am ready to dig a mine hole (prospected a site and everything), paved the spot, but I have no option under Construction to build the Mine Hole. I have Mining and Prospecting skills. I have an axe equipped in my hands. Do I have to do something to unlock the option? I trolled around the guides but I didn't see an exact answer. I am sure I am overlooking something .... so what have I not done?

Have you discovered all of the required materials?

Okay, maybe that is it. I have not discovered Rope or Hardened Leather. Will see if I can figure those out.

Yeah, the discovery system can sometimes kneecap you if you haven't crafted/discovered necessary components.

Incidentially, did W7 increase animal spawns? I only ask because it seems like I'm having a lot easier time finding various game (rabbit, boar, fox) than I did back in W6.
