Enthroned toads

Is there a firm formula for these? I try the one in the wiki and it does not work. I get lower quality than it says. Is there a skill or ability that might cap it?

Last time I tested it was ( Qfrog + Qcrown + Qshroom ) / 3 = Qenthroned
No stats involved.

No I get lower quality than that formula. So maybe it is psyche capped as suggested.
