Why aren't my cows breeding

So I have two cows, a bull and a heifer presumably, with access to food and each other, but they won't mate.

They're both matured but they won't breed at all and I've not seen any increased food consumption if they did indeed do the horizontal pasture mash without my knowledge.

My heifer is also producing milk if that matters.

What am I doing wrong, or rather what can I do to get my cows to bang? Is it completely random or do I have to force them to be cramped next to each other 24/7?
Do cows lose the ability to breed after a heifer has had a calf before?

Sometimes they just get stubborn. Your cow has milk so she has had a calf before so that's a good thing. Try and give them a decent sized pen with grass and food that's higher than their quality. It's about all you can do. Also no they don't lose the ability to breed.

If there are any other cows in his sight then remove them. if you take him to another area far away for a day then bring him back it can help.

We had a similar problem with our pigs until someone put him on a leash, took him for a walk around the village and then released him back into the pen. He couldn't get the job fast enough after being forced to do exercise.

I had eliminated the inferior bull but I have sheep in sight of my cows if that matters into them being too embarassed

Is your pen close to your village walls? If so then check for babies outside..
