Some villages that have a very trusted close knit group of people use something called 'rolling authority' which essentially perpetually leaves lawspeaker open to be picked up by any member that can to exercise authority functions. This is very useful for towns that are moving or and need to finish recruiting members or recruit many low level newbies but don't want to make a charter stone (or can't) and summoning with hirdsman is useful as such because it doesn't cost TW and can teleport you beyond your AGI. Any noob can be chieftain and summon if you have at least one community HQ bear tally.
Some villages that have strong trust with faraway villages use this method to trade as well by recruiting and summoning the mule back and forth.
Village management is seriously lacking in function. One of the major problem newbie towns (like swampcrazed) have are recruiting random newbies who turn out to be thieves that steal basic stuff like cauldrons, tools, food etc. There is currently no way to kick someone from a village that isn't immediately present either on your screen or in your party.
Some have worked around this rather harshly by claiming their entire village with a massive claim and dekinning the threat. This forces them either leave, or leave scents. In the latter case, the thief is tracked & killed.
