Question about crossroads

If I have a powered crossroad (One that is on a village claim) and attach a sign to it that leads to an unpowered crossroad that isn't on a village claim, will I be able to teleport to it from the powered one?

yes, unless it has changed this world.

You can prot to any cr in the world, no matter if its on abandoned claim, on non-claimed land and still not decayed or normal one. However you cannot port from a CR where it has no village claim over it - it is just a pole without use until you set village claim over it again.
