You can drop stuff into a house build sign but can't start the build process before dry time is over.

edit: badly expressed - the build process doesn't start before setting time is over - you still start the timer by clicking "build"

k - i just checked with a Timber House sign i had for storage purposes - no timer - build process started right away - looks like someone had clicked "build" already more than 24hours before

Edited the Log Cabin, Timber House, Stone Mansion pages at RoB Wiki to make it more clear
