Is there any way to increase the speed at which your attack bar regenerates while using ranged?

Increase your marksmanship attribute by spending Learning Points on it.

Whoops I didn't think about that. But I meant the primary attack bar not the aim bar, seeing as I can't use any relevant moves without being in melee distance.

When ranging with sling or bow, the "primary" attack bar, doesn't do anything. It can be filled or not, it will not affect your hits or speed in any way.
In other words, it doesn't need to be filled to shoot.
This means that right after a shot with your bow or sling, you will not be able to do any melee damage. That's the reason your "primary" attack bar falls to 0 when shooting.
