i tame cow and sheep, but only one sheep success, why cant use quell the beast every time?

Probably because you agro'd them. you need to wait for them to attack you before you can start to tame again.

I think he might be referring to the battle intensity going up to 1 before you get a single chance to use Quell the Beast, which is an issue I also ran into while taming. It likely depends on the animal you're trying to tame and your UA skill. I've found that running away from the animal until right before the round end, then quickly using Quell the Beast has a much higher rate of success (as battle intensity doesn't go up when neither combatant is doing anything and animals need to touch you to do anything).

Nope, definitely what arcanist said. After you quell the first time, wait for it to attack you again. vs boars you can walk in their aggro range, other animals just sit back and wait until they aggro you.

Either answer is correct. Could be because the player accidentally broke the ability to tame that animal through combat actions OR could be because he/she is just not waiting long enough for the animal to become aggressive again and attack.

For the former, if you you're using any tricks to manipulate the taming speed, be sure of what you're doing. It's easy to mess up. For the latter, look up some of these tricks on taming. There's a ton of guides available from written to video walkthroughs.
