I'm not sure what could be wrong, so I'm forced to ask simple things that you may possibly have overlooked ........... not because I think you are stupid. :)

Are you sure you haven't got a cauldron that is already full of fuel?
Are you holding the fuel in your hand? (Left click out of inventory, right click onto the cauldron)

I can't think of anything else .........
