No. Different amounts of time for different crops.
Having a beehive near the field speeds up the process.

there are carrots, wheat, hemp, flax, tea leaves, and who knows else what.....do they randomly grow everywhere or are there certian places you can find them?

Carrots, wheat, hemp, flax, tea, hop and grapes. Only carrots and grapes can't be found.

so are they randomly spawned? does anyone have carrots maybe due to admin/mod/dev giving them to town?

If you check the map in the "how do i: Find my way" thread. You see pink dots. That's natural crops. You can find all crops but grapes and carrots or just ask around.
