Charter stone

When I made my character Novigrad was closed off as a spawn point cause of de-foresting. Well now that it is opened again, is there any way for me to have it in my fast travel list?

don't think so but you can travel there from the signpost in brogdar city

Im close to Novigrad but I was hoping there was a way for me to fast travel there instead of having to carry my boat to get to another river that leads there.

If you have some way of recovering travel weariness, you could travel to Brodgar and then teleport via the signs. Otherwise, you better start walking.
