you're probably seeing either ferns, which do nothing, or wild crops, which you need farming to harvest. the foragable items when you start out are chantrelles, which are kind of a little grouping of white spots almost, and stringy taproot, which is a brown thing that looks like roots spreading out from a center point. when you get your exploration up a few points you'll see nettles as well. these are all on forest tiles.

Also, you need the very basic skill "Foraging" which costs 200 lp

so just buy the skill, then up the explore and walk around?

Yes. The skill itself allows you to see the herbs to begin with. Then what you can see and how good a chance you have to see an individual one on the ground is based on your perception multiplied by your exploration.
