A wannabe Villager

How does one become a member of a village if the village has no active "law-speaker" or "chief" but it does have an active member?
Is this even possible?

OK, Thank you. Please pardon my ignorance and what may be a very silly question, but how does one become a law-speaker after one learns the skill? I think I am missing something very obvious but...

If the village has no lawspeaker, any member with the Lawspeaking skill can become lawspeaker by rightclicking the village idol.

If the village has a lawspeaker who doesn't play, on the other hand, there is no way to remove him, currently. That should be fixed, obviously, but until it is, just tell me which village it is and I'll remove him for you.

Loftar I have a village where there are no active players my chieftain was killed! and me(the lawspeaker) am not the lawspeaker anymore my village is Brodgar 2 can you please help?
