How does firing arrows work exactly?

How do you actually shoot an arrow correctly?
When I press the shoot button then point it on a target, this appears

. What do we do with it exactly?

You wait for it to fill up, then you click again.

Ouch. The bar isn't filling up in my game.. How long does the filling up take usually?
I have marksmanship at 5 btw, trying to hunt a trapped fox.

If it's a high level fox, ages. Try using a sling instead.

Ah, so that's why.. The fox is Level 4 (IV). I only managed to hit it once after about 2 quivers I think..
