Claim Stake Options

I've staked a claim to a piece of land but I have a question about the stake's option screen.

Everything up until the toggles is clear. Obviously Trespassing, Theft, and Vandalism either allows or restricts these actions, but which is it?

Option 1:
Unchecked = People are not allowed to perform this action on your land.
Checked = People are not allowed to perform this action on your land.

Option 2:
Unchecked = This action is not restricted on your land (Allowed)
Checked = This action is restricted on your land (Not Allowed)

Could someone tell me which is the correct interpretation?

If the actions are checked, people in that "group" can perform those actions. If unchecked, they have to commit crimes to perform those acts.
