You can only build mines on mine spots found via prospecting. Next time, please search the forum before making a thread.

Yes but I'm not asking where can I do it. But how. Its not in Build [B] > Construction [C] > Mine Hole [M]. cuz stone mansion is there. Just cant find it anywhere.

You need a block in your inventory. Your character will walk to the appropriate location and the construction site will pop up when you prospect close enough to the mine spot.
