in this new world.. a character with 23 marsmanship and a charcter with 40 marksmanship aim at teh same rate. Is there something im missing?

The only thing I can think of is that we are both using lvl 10 slings and on the old world we used 200+q slings.

is the aim speed capped by the Q of the sling or has archery been silently nerfed?
