Claiming a mine...

I am in a hard-working group who is doing well at civilizing our little corner of the world.

However, we had one kinfolk dig a mine, and I as lawgiver went to stake my claim to cover it.

I cannot place the claimstake anywhere, and this seems odd. I go many screens away and still can't.

Is this because one player built the actual mine hole before the claim was set?

You need to pave terrain for the claim stake. One paved tile will do.
