Ore mining and smelting

From previous reads through wiki and forum, I see that the nature/industry affect the chance of good ore directly at mining.

Is it also affected at smelting? If a full industry heartling mines and a full nature one smelts, do we get the most bars possible or is the smelting also affected by nature/industry?
