How exactly do quivers work?

Are the arrows shot in the order they're put in, or the last one put in? If it doesn't keep track of the arrows, does their quality get averaged?

It does keep track, and I think they are shot starting with the arrow most recently loaded. Don't forget you have to wear the quiver, which conflicts with the backpack.
